Eleri was born in the late fifties at Amachara Elu village, Afikpo in the present Afikpo North Local Government of Ebonyi State. He had his primary education at the Presbyterian Primary School, Ukpa/Amachara, Afikpo in 1971 and proceeded to the famous Government Secondary school, Afikpo in 1973. He had his Bachelors of Science degree in Education from the University of Nigeria, Nsukka in 1985, a Master degree in Special Education from the University of Ibadan, Ibadan in 1987, and a Doctor of Philosophy degree in Special Education in 2012.

Dr.Eleri, Nnanna Otu-Eleri is the Director Book Development Centre of the Nigerian Educational Research and Development Council (NERDC). He joined the services of the Council over thirty years ago as a Research Officer and rose through the ranks to the position of Director of Research. His working career has taken him to quite a number of countries on Special Needs Education mandate. He is an active member of many professional associations including; World Council for Curriculum and Instruction (WCCI), Curriculum Organization of Nigeria (CON), founding member, National Association for Exceptional Children (NAEC) and an Ambassador of the Albino Foundation of Nigeria.

Eleri has worked with various Organizations, Agencies and International Development Partners. Some of these include: Family Health International, Nigeria and Federal Ministry of Health in school Health related areas, UNESCO, UNICEF, DFID and currently the British Council, Nigeria. He has passion for Curriculum Development and Special Needs Education. He has made valuable contributions to Curriculum Development, Curriculum Adaptation, and Curriculum Research and Implementation. Eleri has contributed several articles into both national and international journals.

He is married to Mrs. Grace Orieoma Eleri and they are blessed with three wonderful sons - Enyinnia, Obinna and Ogbonnia.
